
Welcome to the evaluation for Hennepin County’s system of care project, including the evaluation of the Family Response and Stabilization Services (FRSS) program! The evaluation is funded through the Substance Abuse and Mental Health Services Administration (SAMHSA).

The system of care evaluation is designed to support Hennepin County’s implementation of Family Response and Stabilization Services (FRSS), as well as to inform the development of a children’s mental health system that is accessible, effective, family-driven, youth-guided, and culturally- and linguistically competent. The evaluation will provide valuable information related to FRSS, describing the impact of these services on youth and family well-being and capturing family feedback about services. The evaluation also examines the infrastructure needed in the County to ensure that services are delivered well, and that youth and families are able to receive services quickly and be connected to other longer-term services as needed. The evaluation will also explore county-wide efforts to engage families and other partners in building a stronger mental health system for children and families.
